Melissa and I are    always bringing up the times we had with you. I feel like I'm writing you one of those silly notes    that we used to write in 9th grade. There is still a box of Chicken in A Biscuit crackers that you    brought down to my room in there. They're never going out now. In my mind you're up in Minot with    your dad. I feel like I don't need to write everything because I'm going to talk to you. I do know    that I can still talk to you and you will listen. - Правила документооборота при проведении электронного аукциона. ЭЦП.
- Работа на общероссийском сайте. Поиск и мониторинг объявлений о проводимых аукционах.
- Аккредитация участников электронного аукциона на электронной площадке.
- Содержание аукционной документации, подготовка технической части. Типичные ошибки
заказчиков ("хитрости") при подготовке аукционной документации.

- Размер и порядок предоставления обеспечение заявок.
- Порядок подачи заявок на участие в электронном аукционе.
- Требования заказчика к конкретным показателям товаров, указание на товарный знак и
эквивалентность в составе аукционной документации.

Обзор законопроекта о Федеральной контрактной системе (ФКС). Существенные изменения
при проведении аукционов в электронной форме по требованиям ФКС.

- Отказ участникам электронного аукциона в аккредитации (на 1 год).
- Случаи, когда обеспечение заявок не требуется.
- Изменение срока публикации извещения – за 7 дней, независимо от суммы лота.
- Отмена процедуры.
- Проведение запроса предложений в случае, если аукцион признан не состоявшийся.
- Антидемпинговые меры, в случае, если цена снижена больше чем на 25%
- Заключение контракта: на бумажном носителе и по запросу участника через площадку с
помощью ЭЦП.
- Обеспечение контракта, обязательное требование, формы. Исключение из перечня договора
поручительства. Реестр банковских гарантий.
- Расторжение контракта в одностороннем порядке.
- Заключение допсоглашений на дополнительный объем в размере до 10 % на товары, работы,
услуги.
- Отчет об исполнении контракта.
- Участие субъектов малого предпринимательства.
- Вступление в силу закона о ФКС. Переходный период.

When it comes to the question of how to gain muscle, there are many things you must know and do. But, often times what is more important than what you should do is what you shouldn't do. With that in mind here are five muscle gaining mistakes you should avoid at all costs.

  1. Training Too Often- In order to grow you must provide your body with the optimal stimulus and then back off and allow it time to rest and recover. Without ample rest time you will never grow to your maximal potential. For this reason I recommend that you don't train with weights more than 3-4 days per week.
  2. Training Strictly For the Pump- Far too often I see skinny guys in the gym pumping away 10-15 rep sets with weights lighter than my grandmother would use. Yes, high volume training leads to a great pump but a great pump does not always lead to muscle growth. You can get a pump by treading water for a few minutes but everyone knows that won't turn you into a mass monster any time soon. Chasing the pump should only be a small concern in your workout; after you have gotten your more productive work out of the way.

  3. Not Cycling Your Training Intensity- Overzealous skinny guys love to work themselves into the ground. They figure the harder they work the quicker the gains will come. The problem is that when you constantly train to failure you will eventually burn out your central nervous system and this will greatly slow down your recovery and thus the rate at which you build muscle. If you want to make long lasting gains you have to back off once in a while and give your body a break. After a period of reduced intensity you can ramp back up again and repeat the cycle.
  4. Using the Wrong Exercise Order- One thing that is often overlooked by those interested in how to gain muscle is exercise order. Always start your workouts with the most demanding exercise. So if you are doing a clean or any other form of explosive lift or jump this exercise would usually come before squats or chin ups. If you are not doing explosive lifts or speed work, the biggest compound exercise should almost always come first. Therefore a deadlift would usually come before a chin up. Also, the heaviest, lowest rep sets should be done early in the workout and the higher rep work should be done at the end. There are exceptions to this rule and times when breaking it could actually be quite beneficial but for the most part his is how you should plan your training.
  5. Not Using a Training Journal- If you want to get bigger and stronger you absolutely must record each and every workout you do in some type of notebook or training journal. This way you can know what is working and what isn't and you can also measure your progress over time. The most important element of the training journal is that it gives you a quantifiable goal to beat every time you enter the gym. There is no way anyone (unless you have a photographic memory) can remember all of the details of every workout they do. So without a record of it you are just guessing and never know if you are doing more or less than the previous workout. And if you want to get bigger and stronger you had better be doing more; be it weight, sets or reps

Now you know how to gain muscle fast by avoiding those five deadly mistakes. Train hard and stay dedicated; you will be outgrowing your wardrobe before you know it.

When people ask me how to build big triceps I respond with two simple words; "do dips." Do dips and do a lot of them. Why, you ask? Have you seen the triceps development on male gymnasts lately? The dip is basically the only true triceps move they do and they are absolutely jacked with huge, thick, horseshoe triceps. Whenever you use your bodyweight for resistance or bodyweight plus additional resistance via a chin/dip belt or weight vest, you activate a much greater number of muscle fibers than you would if you simply used a machine. Machines do not recruit the smaller stabilizer muscles and do not force the muscles to contract naturally as they would in real life. Whenever possible you want to try to move your body instead of simply moving the arm or attachment on a machine. And although free weight exercises are very effective and a much better option than training on a machine, moving your own bod will always reign supreme when it comes to building muscle.MGS

Dips can be performed on parallel bars or, if you are really strong, gymnastics rings. Be sure to squeeze the bars tightly, brace your abs as if you were about to be punched and lower yourself no lower than the point where your triceps are parallel with the ground. Going lower than that puts too much stress on the shoulders and getting the extra stretch is not worth the risk of an injury.

Dips can be performed three times per week as a beginner. After a few months of that I don't think you will be confused about how to build big triceps anymore. When you get more advanced it is recommended to cut your dips down to twice per week. Although I used to love weighted dips and routinely had many of my clients perform them with numerous 45 pound plates strapped to their waists I have found, over the years, that there is simply too great a risk of injury with heavy weighted dips and now do not allow anyone in my gym to do dips with more than just one 45 pound plate. Anything beyond that seems to get too risky.

For intermediate lifters you could do one day heavy, where you add resistance to your weight belt, and one day light where you simply rep out with bodyweight. The two days should be about 72 hours apart. Once you get strong enough to do a 45 pound plate you will probably only want to use weighted dips as a rep exercise and not a heavy strength movement anymore.

To make dips more difficult without adding more weight, try doing them on gymnastics rings or on straps. You can also try holding your legs straight out directly in front of you as well. Either option will be very challenging and are great muscle builders.

Aside from dips, the next best muscle building exercise for the triceps is a reduced range of motion close grip bench press or some variation of it. The top half of the bench press really focuses the stress on the triceps which is why you want to limit the range when training simply to increase the size of your arms. To do this you can set pins in a power rack or have a partner hold a few two by fours on your chest. These are called board presses. Three, four and five boar presses are awesome for building huge triceps and should be incorporated into your routine on a regular basis. When you get too strong to go heavy on dips without risking a shoulder injury, make board presses your heavy triceps movement and dips your light triceps movement. Keep pushing up the weight and reps and pretty soon people will be asking you about how to build big triceps like yours.
